President Mr. Rene Preval, Prime Minister Mr. J-E Alexis, distinguished cabinet members of parliament, members of the Supreme Court, diplomatic members of the Haitian corps, and my fellow Haitians:
I have carefully examined the president’s speeches on October 17, 2007 concerning amending the Haitian constitution for the purpose of preparing the country for stability, governance, and elections. I have decided to address these Articles of the constitutional issues now instead of waiting for Election Day. I feel urgency to hold this discussion now out of respect for the constitution and for the will of the Haitian people.
The constitutional Article 135 states that:
To be elected President of the Republic of Haiti, a candidate must:
d. Be the owner in Haiti of at least one real property and have his habitual residence in the country.
e. Have resided in the country for five (5) consecutive years before the date of the elections.
I argue in favor of a waiver for Article 135. In order to prepare for the presidential position, I have had to leave the country, as it was not possible to properly educate myself on Haitian soil. I am here to tell you that I have improved and educated myself. I have worked extremely hard to prepare myself on behalf of the Haitian people. I am now ready to serve my country and to lead her into a new era of prosperity, hope, and peace.
Leaving Haitian soil has enriched my personal experience. It has given me a new perspective on the world we live in. Haiti needs a new perspective and new leadership. I am prepared to give all I have in order to build a new Haiti.
Because I have been out of the country educating myself, I have not been able to attain property on Haitian soil. It is true that property in Haiti is hard to get. But once again, I maintain that because of Haiti’s limited resources, I have had to leave the country to improve myself. I believe the Haitian government and the Haitian people will find my education and experience credible and worthy. My education has taught me to serve.
Moreover, several constitutional articles should be considered in defense of why the Haitian government should publicly provide me with an exemption so that I may run for the 2011 presidential election. These Article sections of the constitution does not need to be amended to allow me to run for office. Why? The provisions already exist in the following articles.
Article 16 states:
Citizenship entails both civil and political rights.
This means that because I am a Haitian citizen, I can exercise my right to run for office!
Article 17 states:
All Haitians, regardless of sex or marital status, who have attained twenty-one years of age may exercise their political and civil rights if they meet the other conditions prescribed by the Constitution and by law.
I am old enough to exercise my right to run for public office!
Article 18 states:
Haitians shall be equal before the law, subject to the special advantages conferred on native-born Haitians who have never renounced their nationality.
I have never renounced my Haitian nationality. In fact, throughout my lifetime I have stood proud for my Haitian citizenship. I ask for those special advantages to be conferred upon me.
Article 52-1 states:
Civic duties are the citizen’s moral, political, social, and economic obligations as a whole to the State and the country. These obligations are:
g. To educate and improve himself.
I feel my obligation to Haiti very strongly. I have worked hard for the past 20 years improving and educating myself so that I can serve my country. I believe my outside education is a strength and can be used to strengthen Haiti. I have never been more ready to use my education for the good of my country.
To all of you, all the Haitian people onshore and abroad: will you stand behind me? Will you sacrifice for your country? Will you help me build a better Haiti? I need your help. Are you ready to support me? I need you all to sign a petition with at least 1 million signatures. Let’s petition our government to give me a waiver so that I may run for office in 2011!
